A senior Chinese official called for further study of the essence of the 16th Party Congress and concrete implementation of the important theory of "Three Represents" at a national conference on publicity work held here on Thursday.

Liu Yunshan, member of the Political Bureau of the Central Committee of the Communist Party of China (CPC), member of the Secretariat of the CPC Central Committee and head of the PublicityDepartment of the CPC Central Committee, said the fundamental function of publicity work is to serve the basic interests of the Chinese people.

He urged publicity departments at various levels to conduct in-depth research and study so as to continuously improve the qualityof publicity work.

Publicity departments should keep abreast of the spirit of reform, make progress in line with the trend of the times and strive to create a new situation in their work, he said.

Publicity departments at various levels should attach great importance to popularization of the program to build a well-off society in an all-round way and to better serve common needs, Liu said.
