Project to Reinforce Dykes of Yangtze River Completed

Through four years of construction, the reinforcement project of main dykes along the middle and lower reaches of the Yangtze River extending four provinces----Hubei, Jiangxi, Hunan and Anhui, has been basically completed.

Through four years of construction, the reinforcement project of main dykes along the middle and lower reaches of the Yangtze River extending four provinces----Hubei, Jiangxi, Hunan and Anhui, has been basically completed.

So far the project has absorbed a total investment of 27bn yuan, with 98.6 percent of earthwork and stonework construction finished, basically fulfilling the goal set by the State Council to have renovated main dykes along the middle and lower reaches of the Yangtze River by 2002. People's Daily, the official press, quoted Mr. Cai Qihua, director with Changjiang Water Resources Commission as saying, 3,078km out of 3,578km dykes have been sectioned up to now, accounting for 86 percent of the total as planned, while conversion projects such as reinforcement of dykes' foundations, handling of buildings across dykes and rip-raps have been wound up.

After the serious flood in the Yangtze River in 1998, the Chinese government made a decision of great importance called "post-flood reconstruction, dredging rivers and lakes and building irrigation works". The country has in the past four years input 28.2bn yuan to strengthen and renovate main dykes of the Yangtze River, the biggest ever scale in history.

Pivotal dykes that have been frequently threatened by floods got priority from among the renovation and reinforcement project, including sections at Yueyang in Hunan, Honghu and Jianli in Hubei, Dragon King Temple in Wuhan, Jiujiang in Jiangxi, Chizhou in Anhui etc.

At the same time, China has invested 19.6bn yuan to dredge major tributaries along the middle and lower reaches of the Yangtze River, such as two lakes (Poyang and Dongting), four tributaries (Xiang, Zi, Yuan and Li) and three rivers (Han, Min and Jialing). As a result, marked achievements have been made in dismantling embankments to let floods go and converting lands into lakes, with 1,461 embankments dismantled and 2.42mn people of 620,000 households in the aforesaid-four provinces relocated.

Since starting the reinforcement project, China has input enormous funds in construction of 28 conversion projects along pivotal dykes in the aforementioned provinces. These projects will consume 6.59396bn yuan, with dykes concerned stretching for 1.935km and rivers related extending 630km in length.
