Shandong Province, one of east China's economic powerhouses, has the third highest number of domestic importers and exporters in the country.

At the end of 2002, the province had 5,500 domestic importers and exporters, 8.7 percent of China's total of 63,000, according to the latest statistics from the Shandong foreign trade and economic bureau.

Of those 5,500, 1,007, or 18 percent, are distributors or retailers; 4,495, or 82 percent, are manufacturers and research institutes; and 1,467, or 27 percent, are non-state businesses.

The participation of more non-state businesses largely accounted for the rapid expansion of foreign trade in the province, bureau officials said.

Last year, Shandong took a series of steps to encourage non-state companies to deal in external trade, including lifting restrictions specifically imposed on such enterprises and simplifying approval procedures for them, the officials said.

As a result, a group of 1,504 domestic importers and exporters were approved in the province last year, of which 988, or 66 percent were non-state businesses.
