Several prominent US lawmakers urged an independent commission Thursday to conduct more aggressive investigation into government shortcomings before the Sept. 11 attacks, saying the Bush administration did not do enough to prevent the tragedy.

Democratic Senator Bob Graham, a presidential candidate for the2004 election, said the commission "should vigorously pursue the links between foreign governments and the Sept. 11th hijackers."

Graham had led a review of intelligence issues related to the attacks as chairman of the Senate Intelligence Committee before the mid-term election last fall. He is one of the strongest voices among Democrats to criticize the Bush administration of failing to give enough attention to homeland security.

Senator Joseph I. Lieberman, another Democratic presidential candidate, also said the Bush administration "has not acted constructively" in its dealings with the independent Sept. 11 panel, which was created by Congress late last year after months of resistance from the White House.

"The American people deserve to know the full and objective truth as best it can be determined," Lieberman was quoted by local media reports as saying. "We have not received that."

The National Commission on Terrorist Attacks Upon the United States, formed as part of the joint House-Senate intelligence inquiry, consisted five Republicans and five Democrats.

Republican Senator John McCain, who had pushed along with Lieberman for the creation of the independent commission, said that the administration had delayed in granting access to materials.
