SW China City Lifts Restriction on Permanent Residence

"Thanks to the new policy, I've made my dream of family reunion finally come true," said Xiao.

Xiao's wife was the first immigrant to acquire an immigration permit for permanent residence in Chengdu after the city scrapped a quota system for city access from June 2.

The new policy aims to tempt more investment and labor from outside the city, including technicians, civil servants, managers and professionals with special skills, who are badly needed by thecity's government departments.

Any Chinese citizen without permanent residence in any of the five districts or high-tech zone of Chengdu can get an immigrationpermit, if they have established businesses or have paid 200,000 yuan (2,4096 US dollars) in taxes for three consecutive years or 100,000 yuan (12,048 US dollars) in taxes for one year.

Any investor who has put more than 8 million yuan (963,855 US dollars) into the city will be allowed to move to the city together with a partner or children.

The new household registration policy has also eased restrictions over the shift from rural to urban dwellers.

Under the former planning regime, China adopted a rigid household registration system, which was essential for education, job provision and medical service supply.

As Chinese society has become more market-oriented, the flow oflabor has gained momentum. To facilitate the flow, a reform of thehousehold registration system has been implemented in different regions across the country, beginning in the early 1990s.
