US Hands over Marine in Rape Case to Japan

Japan's Okinawa police on Wednesday arrested a US Marine suspected of beating and raping a Japanese woman.

Japan's Okinawa police on Wednesday arrested a US Marine suspected of beating and raping a Japanese woman.

The arrest came after the United States promised early in the day at a meeting of the Japan-US Joint Committee in Tokyo to deliver the suspect to Japanese custody, according to Kyodo.

Jose Torres, 21, allegedly beat and raped a 19-year-old Japanese woman in the town of Kin, Okinawa prefecture, on May 25 after they met at a restaurant.

According to the Japan-US Status of Forces Agreement (SOFA), Torres would not be shifted to the Japanese police before indictment.

Japanese top officials, including Foreign Minister Yoriko Kawaguchi and Chief Cabinet Secretary Yasuo Fukuda, had urged a swift handover over the past two days.

Japan's Naha District Court issued a arrest warrant Monday.

The two governments also agreed Wednesday that a US government delegation will visit Japan within two weeks to discuss proceduresfor the trial, Kyodo said.
