Development of 'Independent Institutes' Encouraged in China

To try to run sub-institutes (uniformly addressed as "independent institutes") with a new mechanism and a new pattern, pointed out Zhou Ji, Minister of the Ministry of Education on Jun 18, is an important measure for the reform and development of the higher education in China. To achieve it, the principle of "active development, regular management, reform and renovation" must be adhered to. And by utilizing the resources of the higher education, especially those of high quality ones it is able to speedily and effectively expand and push forward the popularization, dissemination and modernization of the higher education in China.

An active encouragement for the participation by society, enterprises and individuals in the running of higher education, emphasized Zhou Ji on Jun 18 at a Tele-conference for the trial running of independent institutes is a must in opening up a new vista for the development of higher education jointly by the public and civilians.

As learned, it has to put into practice the new management system and mode when running the independent institutes, which must be relatively independent from the original units; They are required to issue certificates, have legal persona of their own and able to be responsible for civil liabilities and have separate school campuses and necessary facilities as well. The independent institutes must practice the new mechanism of running schools, i.e. to be run by civilian themselves.

As Zhou Ji required the "school within a school" must be resolutely rectified. From now on and as a rule, no more visual "independent institutes" or similar sub-institutes will be approved to be run in line with civilian-run mechanism in the campuses of ordinary institutes of higher learning by using the resources nearby at hand.
