China Tightens Management on Minimum Living Subsidy

China's civil affairs departments will launch a massive check on the distribution of minimum living subsidies for the urban impoverished in mid-July to make sure recipients get their money in full and on time.

China's civil affairs departments will launch a massive check on the distribution of minimum living subsidies for the urban impoverished in mid-July to make sure recipients get their money in full and on time.

Statistics released Wednesday by the Ministry of Civil Affairs (MCA) reveal that a 21.687 million people, up 5.4 percent or 1.151 million over the end of last year, have been covered by the system which was initiated in 1997 to secure minimum living standards in urban areas.

According to the system, all urban dwellers whose per capita monthly income falls below the official amount set by local governments are eligible to apply for the stipend.

The system is the country's basic social welfare program and criteria for the stipend vary in different regions.

Between January and May, a total of 5.856 billion yuan (about 705.54 million US dollars) was doled out by the government and theper capita monthly allowance averages 55 yuan (about 6.63 US dollars).

Given defaults and deliberate cuts of the bottom-line living standards have been found in some places earlier this year, the MCA issued an emergency notice Wednesday requiring civilian affairdepartments above various levels to publicize details of the fund utilization every month.

All regional governments unable to secure a monthly distribution of the money or that purposefully skimp on paying thestipend will be criticized publicly and individuals responsible will be severely punished, said the notice.
