Zimbabwean President Robert Mugabe said Thursday that local police must be vigilant in view of the threat posed by external forces to the country.

Mugabe was speaking in a speech read on his behalf by Acting President Joseph Msika at the pass out parade of 412 senior police officers at the Buchwa Training Depot, nearly 400 km south of Harare.

"The police must never lose sight of the reality that the conflict of interest in the political and economic domains between the West and the African countries like Zimbabwe are bound to undermine the efforts meant to create a peaceful and stable policing environment," he said.

"It is crucial to cultivate a sense of loyalty and patriotism in the police force if our sovereignty and independence are not to be undermined by foreign interests," he said.

Mugabe said the police should continue to play an important role in the economic development of the country.

He said the efforts taken by the government to transform the country's economy through the land reform program called for the police's support of that vision.

"The role of the police in this context is not to be an obstacle against the impetus for economic development, but to be the bedrock of this government's drive to mould a citizenry which is mentally, economically and politically liberated in the new millennium," Mugabe said.

Mugabe said the democratic environment cultivated by the government recognized the role of the opposition and the need for different views as vital components of a healthy society.

"What my government is opposed to is the irresponsible use of such democratic space to precipitate puppet opposition parties driving foreign agendas and being financed and wholesale run by foreigners in feat to sell out our independence and sovereignty, thereby derailing the impetus for economic empowerment," he said.
