Beijing Seized Nearly 600 Stowaways in First Half of 2003

In the first half of this year, Beijing General Station for Frontier Exit and Entry Inspection has checked up more than 2.4 million person/times of passengers at Beijing Capital International Airport. Among them, nearly 600 suspects relating to illegal exit and entry cases were found and punished according to the law.

In the first half of this year, Beijing General Station for Frontier Exit and Entry Inspection has checked up more than 2.4 million person/times of passengers at Beijing Capital International Airport. Among them, nearly 600 suspects relating to illegal exit and entry cases were found and punished according to the law.

As introduced, in the first half of this year, the normal exit and entry passengers reduced nearly 35 percent as compared with the same period of last year because of the SARS. However, the illegal exit and entry cases increased nearly 31 percent as against the same period of last year, and some new symptoms of such illegal activities appeared.

First, the case in which some Chinese residents used dual passports, one real and one phony for leaving and entering the country was quite serious. In the first half of the year, about 150 persons were found to use phony passports. Such people kept on renewing the means and ways to carry their phony passports. Some hid their passports inside the back cover of a calculator, and others carried them in the vacuum teabags.

Secondly, the cases that foreigners directly led and helped the Chinese citizens to leave and enter the country illegally were obviously increasing. These persons were mainly to carry the phony passports over the frontier check-posts and give them to the stowaways in the isolation area or on the plane.

Thirdly, there was an upward tendency in the cases that the Chinese citizens used faked foreign passports for entering the country. Such people went abroad in the name of a traveler and got the phony passports there, and then they came back and left the country again using their phony passports.

Fourthly, more and more foreigners used Beijing as their springboard to run a blockade to the third country. In the first half of the year, nearly 100 such steal-away were found out. They mainly came from western Asia, Middle East, Africa and some peripheral countries around China. They usually entered China using their native passports and didn��t bring enough traveling expenses. They got aboard the plane in China for the third country and destroyed their real passports on the plane. They were not permitted to enter the country because of no certificates or found out with the phony passports. When they were turned back to China they had no money and the identities were unclear, entailing a great trouble to the repatriation.

In view of the aforesaid situation, timely measure has been taken by Beijing General Station for strengthening the inspection against the carry-on items of exiting tourists from key countries and regions and organizing policemen to take personal check of the suspect.
