UN Special Envoy to Iraq SergioDe Mello paid a brief visit to Kuwait on Saturday to seek regional support for post-war Iraq.

Iraq needs all possible support, especially from neighboring states, in the transition from an oppressive government to a democratic system, the envoy said.

De Mello arrived here earlier in the day and then held talks with Kuwaiti Prime Minister Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabahand Foreign Minister Sheikh Mohammad Al-Sabah on the Iraq issue.

He expressed hope that the security situation in Iraq would improve. He said theft and looting are still prevalent due to Saddam Hussein's decision last October to set free all prisoners, other than political prisoners.

The envoy described his visit as part of UN consultations and dialogue with Iraq's neighboring states.
