China, Romania Issue Joint Statement

The People's Republic of China and the State of Romania issued a joint statement Tuesday. Following is the full text of the statement in English translation.

At the invitation of Chinese President Hu Jintao, Romanian President Ion Iliescu paid a state visit to China from Aug. 19 to Aug. 26.

The two heads of state held fruitful talks on improving bilateral relations and international issues of common concern and reached broad consensus.

The two sides announced that the two countries will explore all-round friendly and cooperative relations.

The statement says the two sides agree that the traditional friendship between China and Romania is a precious treasure of the people of the two countries as well as the foundation of furthering bilateral relations.

The statement says the China-Romania friendship is not only in line with the common aspiration and interests of the two countries and two peoples, but also conducive to the improvement of regional and international peace and development.

It says the two sides are willing to advance the Sino-Romanian relations to a new level based on the principle of mutual respect, equality and mutual benefit and non-interference of internal affairs.

The two sides also agree to further improve exchanges and cooperation in politics, economy, trade, culture, education, tourism and science and technology.

The statement says China speaks highly of Romania's achievements in economic and social development and supports Romania's efforts in joining the European integration process.

It says that China respects Romania's choice in joining the Europe-Atlantic integration and appreciated Romania's positive role in maintaining regional and international peace and stability.

The statement says that Romania reiterates that there is only one China, the People's Republic of China is the sole legitimate government representing the whole of China, and Taiwan is an inseparable part of China.

It says Romania will continue to support the "one China" policy. Romania will neither establish any kind of official ties with Taiwan nor conduct any official exchange with it, the statement says.

Romania will not support Taiwan in joining any international organization that is only accessible to countries with national sovereignty, the statement says.

It says China and Romania are willing to improve political contacts between the two heads of state, and government and parliamentary leaders, in order to boost bilateral cooperation, regularly inform each other of the latest development in its side and timely exchange views on international issues of common concern.

The two sides encourage local and non-official organizations to have direct cooperation so as to boost the all-round development of bilateral relations.

The two sides underline that economic and trade cooperation is an important component part of China-Romania relations.

They agree that to fully explore the potential of China-Romania economic and trade cooperation will benefit the bilateral cooperation and establish a long-term stable economic and trade cooperative partnership.

The two sides express satisfaction with the positive momentum of bilateral economic and trade development in recent years and are willing to make joint efforts to create favorable conditions for the cooperation between enterprises of the two sides.

They also encourage entrepreneurs of each side to carry out various kinds of cooperation including those in the fields of trade and investment.

It says relevant departments of the two sides will take measures to improve bilateral economic and trade exchanges in the condition of market economy based on the principle of equality and mutual benefit.

The two sides will also encourage mutual investment and jointly explore the potential of enlarging cooperation in fiancee, tourism and other issues of common concern.

The two sides support citizens of the two countries to have more exchanges in a bid to deepen mutual understanding and strengthen China-Romania friendly relations.

The two sides stress that each side is obligated to protect all the legitimate rights of the citizens from the other side who stay in its territory. Relevant departments of both sides should carry out constructive cooperation to ensure the normal communication between citizens of the two countries.

The statement says the two sides exchanged views on the current key regional and international issues.

They agree that the United Nations is an international organization of governments with broad representation and authority, which is composed of sovereign nations.

They support the key role that the United Nations has been playing in maintaining international peace and security, promoting common development among all countries, peacefully settling international disputes and resolving common problems.

The two agree that the new international political and economic order should reflect the changes, development and progress of the time and it should be established on the basis of all the principles embodied in the UN Charter, Five Principles of Peaceful Coexistence as well as other commonly recognized international rules.

The statement says the two agree that seeking peace and development is the common aspiration of all people in the world, but terrorism and extremism are posing an increasingly serious threat to the security of the sovereignty nations and the peace and stability of the world.

It says the two sides strongly condemn and object to any kind of terrorism. The two sides hold that each country should fulfill its obligations in line with the international laws, strengthen international cooperation, and effectively strike against terrorist activities.

The statement says the two sides are willing to strengthen consultation and cooperation on the international stage on fighting against terrorism, organized crimes and illegal selling of drug and weapons.

The two sides reiterate that the People's Republic of China and the State of Romania will continue to strengthen their cooperation in the international arena and make efforts and contributions to the international peace and stability.

Romanian President Ion Iliescu invited Chinese President Hu Jintao to pay a state visit to Romania. President Hu Jintao thanked him for the invitation and said he would visit Romania at the convenience of both sides.
