Chinese Military's Discussion on Anti-terrorism Drills

Chinese military's first ever symposium on anti-terrorist drills concluded August 25 in Xinjiang. According to news from the Liberation Army Daily, the activity aimed to answer theoretical and practical questions concerning the nature and task of military forces in anti-terror fights, operational guidance, the use of force and basic fighting methods so as to purposefully launch anti-terror drills and improve combat effectiveness. Liang Guanglie, member of the Central Military Commission (CMC) and chief of general staff of the Chinese People's Liberation Army (PLA), watched and addressed the anti-terror exercises.

The symposium formed the basic operational and training ideas, and defined the three basic tasks of anti-terror fights-defense, rescue and strike. It also clearly defined that the military forces, under the unified leadership of State anti-terror organs, should institute a combined command mechanism featuring the integration between the military and local authority and lay down operational principles and tenets for organizing operations in compliance with the requirements of army-police-people joint actions.

Terrorism is an international scourge threatening world peace and development, as well as a potential factor endangering China's security and stability, said Liang in his speech given after watching the anti-terror drills. The PLA and armed police, in implementing CMC Chairman Jiang's important anti-terror instructions, have strengthened purposeful studies and training on the questions concerning "the tasks to be carried out, the content of training, the way of fighting and the method for drills", centering around the army's struggle against terrorism.

Liang stressed the need to establish ideas and concepts adaptable to the information times, grasp the objective law governing military changes brought about by IT technologies and plan innovation and development of military training at a higher level and starting point.
