To meet rural demands for telecommunication China should establish a universal service mechanism as soon as possible to guarantee the most basic service for people in rural and remote areas.

To narrow digital gap is one of the major tasks facing China's telecommunication sector, said a MII official on September 2. The administrative departments should actively push forward the establishment of a universal service system, and on the other hand, before the system is entirely formed, adopt effective measures to promote universal service.

Since this year MII, according to the state's goal that telephone service will cover 95 percent administrative villages by the end of 2005, mapped out an operation plan, guiding and encouraging tele operators to choose service areas according to their strength to promote rural telecommunication as much as possible.

During the first quarter of this year the telephone coverage rate stood at 56.92 percent in eastern regions, but only 24.34 percent in western regions, showing a widening gap between urban and rural areas. In recent years the reform in tele sector stressed more economic return of investment, which to a certain extent discouraged enterprises willing to invest in rural and remote areas.
