New Changes Appear in Employment Fashions in Beijing

With the periodic employment and flexible employment introduced by the Beijing Municipal Government in recent years, there have been more job chances and the relaxed employment environment, and many new changes have taken place in the employment patterns.

With the periodic employment and flexible employment introduced by the Beijing Municipal Government in recent years, there have been more job chances and the relaxed employment environment, and many new changes have taken place in the employment patterns.

As the government and relative departments relax the employment policy, there has been sharp increase in job chances for rural laborers, and the number of migrant laborers to Beijing keeps increasing every year. Currently, urban enterprises in Beijing alone have employed nearly 900,000 migrant workers, most of them work in building, manufacturing and service sectors.

Labor contracts are generally signed for a period of 5-6 years, cases of working for more than 10 straight years in one unit are decreasing. Seasonal, periodical and other short-term employment methods are favored by employers for their flexible employment fashions and low labor costs, and have provided job-seekers with more job chances.

The phenomenon of separation of relations between employment and personnel files has been on the increase. The materials provided by statistic departments show that in urban work units, the number of people who have found new jobs but left their files in the original units has jumped from over 90,000 in 1997 to nearly 300,000 this year, such a phenomenon is especially salient in service, catering, and wholesale and retail industries. It is estimated that one out of every 10 employees keeps his or her files in their original units or deposits them in the talent or employment center.

Relative specialists point out that market-oriented employment has played a leading role in large and medium-sized cities in China, which, however, has correspondingly complicated labor relationships. Government departments should promptly adapt themselves to such changes, further improve labor markets and protect laborers' legal rights and interests.
