Chinese Customs Adopts Military-style Ranking System

China's General Administration of Customs (GAC) has adopted a ranking system similar to the military for the first time since the founding of the People's Republic in 1949.

China's General Administration of Customs (GAC) has adopted a ranking system similar to the military for the first time since the founding of the People's Republic in 1949.

At the ceremony in Beijing's Great Hall of the People, Premier Wen Jiabao issued certificates to 277 senior customs officers, including General Customs Commissioner Mou Xinsheng, six Deputy General Customs Commissioners, and 270 first-class and second-class Customs Commissioners.

The premier, who is also a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, called the customs administration politically-strong, professionally-competent, and completely reliable to the CPC and the people.

In past decades, customs had made outstanding contributions to China's reform, opening and modernization drive, strictly carrying out their legal responsibilities, exercising their administrative powers, and "keeping the gate for the nation", Wen said.

He stressed the importance of adopting the ranking system and called for the development of a modernized and regulated customs force.

Wen said the new system would help strengthen direct control over customs by the central government, enabling customs to exercise their functions of supervision and administration in accordance with law, and build a disciplined customs force.

At the ceremony, member of the CPC Central Committee Political Bureau and Vice-Premier Wu Yi read out a list of the senior officers who were granted the new ranks.

Also present were Zhou Yongkang and Cao Gangchuan, both membersof the CPC Central Committee Political Bureau. The ceremony was presided over by Hua Jianmin, state councilor and secretary general of the State Council.
