Wu Bangguo: rural land contracts should be protected

China's top legislator Wu Bangguo Friday called for the conscientious implementation of rural land contract law and the protection of farmers' legitimate land contract rights.

China's top legislator Wu Bangguo Friday called for the conscientious implementation of rural land contract law and the protection of farmers' legitimate land contract rights.

Wu, chairman of the Standing Committee of National People's Congress (NPC), made the remarks at a meeting held in Beijing for inspecting the enforcement of rural land contract law.

In line with decisions of the NPC Standing Committee, a task group will have an inspection tour across the country to examine the implementation of the law, passed by the NPC Standing Committee in August 2002.

Under the current land contract system in China, Chinese farmers are allowed to sign deals with local authorities to use and manage land for a certain term.

In practice, however, local authorities tend to arbitrarily shorten the term of contracts and violate the farmers' land use rights.

"Land is the basic means of production of the farmers, their chief and most reliable guarantee of life. Protecting the farmers rights to their land is the most direct, specific and substantial protection of the farmers' interests," said Wu.

He said that in stabilizing policies concerning the countryside, the most important part of the work is to stabilize the rural land contract system.
