Minimal living subsidy extends to released prisoners

China's released prisoners are allowed access to the minimal living subsidy allocated by the government if their household incomes are below local minimal living standards, senior officials said Thursday.

China's released prisoners are allowed access to the minimal living subsidy allocated by the government if their household incomes are below local minimal living standards, senior officials said Thursday.

Civil affairs departments should grant the living subsidy to urban released prisoners if they meet requirements, Li Xueju, minister of Civil Affairs, said at a working conference on national public security held in Nanchang, capital of east China's Jiangxi Province.

Vice Minister of Justice Fan Fangping said justice authorities would also help and guide released inmates to seek a job once they finish their terms.

Fan urged prisons and labor camps across the country to provide vocational skills training to help convicts better adjust to life after prison.

China launched its minimal living subsidy system in 1997 to secure minimum living standards in urban areas where millions of people have been covered by the system, the country's basic social welfare program.

All urban dwellers whose per capita monthly income falls below the official amount set by local governments are eligible to apply for the stipend.

The criteria for the stipend vary in different regions.

The ministry is now considering establishing the system in the country's vast countryside, Li said.

A research and survey grant for childless and infirm elderly people was on the ministry's agenda.

A "long-term and effective" system that guarantees the basic livelihood of needy farmers would soon take shape if the ministry has understand fully the situation across the nation after the research and survey, Li said.
