Hong Kong kicks off district council election

The Hong Kong District Council (DC) election was launched as of Monday and Hong Kong Special Administrative Region government officials called on voters to vote at the coming Second District Council (DC) election.

The Hong Kong District Council (DC) election was launched as of Monday and Hong Kong Special Administrative Region government officials called on voters to vote at the coming Second District Council (DC) election.

At the DC election kick-off ceremony, Secretary for Constitutional Affairs Stephen Lam said that the DCs had played animportant role in district administration.

He said, "They have made tremendous efforts to improve the environment, organize cultural and sports activities, and fund district works programs."

Lam called on eligible voters to cast their votes on Nov. 23. "Hong Kong is our home. Your votes can make Hong Kong a better place."

Secretary for Home Affairs Patrick Ho said that DCs were an important channel of communication between the government and the public. "The Administration would enhance co-operation between government departments and the District Councils so that government policies would better meet the needs of the public."

Ho called on the public to exercise their civic right to vote on the polling day, so as to demonstrate in action their support of district administration.

Chairman of the Electoral Affairs Commission Woo Kwok-hing saidthat in the coming DC election, the counting of votes would be done at the polling stations.

"With this new arrangement, election results will be ready quicker than before," Justice Woo said.

The ceremony Monday kicked off a series of promotional activities for the DC election with a view to calling on voters tocast their votes on Nov. 23. These include announcements of publicinterests, election specials on TV and radio, posters on major public transport, election forums, bus parades and some other activities.

There are 400 electoral districts in Hong Kong's 18 districts and the Second District Council is scheduled to be established on Jan. 1, 2004.
