The meeting was co-sponsored by the Organization Department of the Communist Party of China (CPC) Central Committee and the Ministry of Personnel, to discuss the implementation of the personnel-aid program over the years.

So far, three batches of officials have been sent to Tibet, and they have helped greatly with the development of Tibet.

The fourth group will consist of about 800 officials, which would be about the same as the last group.
