New law allows military to commandeer civilian vehicles

The Chinese government has approved a law which will allow owners of vehicles commandeered by the military to claim compensation.

The Chinese government has approved a law which will allow owners of vehicles commandeered by the military to claim compensation.

The new regulations, signed by Premier Wen Jiabao and Chairman of the Central Military Commission Jiang Zemin, allow the military to commandeer civilian vehicles and relevant facilities if the need arises.

But they also stipulate that the owners or operators of the vehicles are entitled to compensation for injury or loss of property arising from the "mobilization".

The regulations were the first set of systematic rules to cover such situations and provided strong legal guarantees for such mobilizations, a government spokesman said.

The regulations comprise seven chapters containing 53 articles, giving detailed conditions and requirements about when and how civil vehicles should and can be commandeered.

The regulations will take effect from Jan. 1, 2004.
