Britain, France and Germany are working on a plan to create a European defence capacity independent of NATO, the German magazine "Der Spiegel" reports in its edition due to appear Monday.

Officials from the three countries are drawing up plans to put in place an independent unit that could undertake medium term military action, according to the news magazine which gives no source for its report.

Der Spiegel says the idea was agreed in principle when British Prime Minister Tony Blair, French President Jacques Chirac and German Chancellor Gerhard Schroeder met in Berlin last month.

Earlier this week, a German government spokesman said the creation of "an independent strategic capacity of operational planning and direction" was no longer a subject of discussion but "would certainly take place."
