By the end of 2002 China had 16 million people studying in institutions of higher learning of various levels and types, with the gross entrance rate reaching 15 percent, (49 percent for Beijing city). According to international standards, the nation's higher education has become accessible to the masses.

The remark was made by Wu Qidi, vice-minister of education at a gathering commemorating the 20th anniversary of the founding of China Association for Higher Learning as well as an international forum of higher education held in Beijing Sunday.

In recent years China has been expanding its higher education scale. The nation expects 27 million people studying in various higher learning institutions by 2010, including 1.8 million postgraduate students. Institutions of higher learning are showing an increasing contribution to the state economic construction and social progress. They shouldered over 70 percent state-level natural sciences projects during the ninth five-year plan period (1996-2000), about half of key programs and one third of the "863" program and "973" project respectively.
