Cyber security force imperative in China: experts

Ninety-five percent of network management centers connected with Internet in China have been attacked or invaded by domestic or foreign hackers, with banks, securities and other financial institutions being major targets, said the National University of Defense Technology.

In response, Chinese experts are calling for the government to establish a cyber security force to combat Internet-based financial crimes, information warfare and terrorist activities.

According to Qu Yanwen, security director of the National Golden-Card Project Office, a special force composed of representatives from armed forces, the Ministry of National Security, the Ministry of Public Security and industrial security technicians should be established for information warfare.

In the meantime, the force would also be held responsible for protecting public and private software and hardware facilities, monitoring online content, and preparing for cyber-based emergencies.,

To fulfill that task, Qu said, a national cyber security infrastructure must first be established.

The infrastructure will include a management center for important national information, such as security emergency response data, backups, and security certifying organizations.

After years of continuous effort, China has set up a network infrastructure of 12 critical systems for economy, science and technology, banks, railways, civil aviation, customs and some other sectors.

Sales of personal computers have surpassed 10 million units, and more than 200,000 Chinese enterprises are doing their businesson the Internet, the paper said.
