China's first state regulation on construction safety to take effect

China has issued its first state regulation on construction safety, which will take effect on Feb. 1, 2004, Minister of Construction Wang Guangtao said Friday.

China has issued its first state regulation on construction safety, which will take effect on Feb. 1, 2004, Minister of Construction Wang Guangtao said Friday.

Wang said China is seeing rising construction accidents this year. Statistics show that from January to October this year, a total of 1,001 accidents happened in the country's construction sites, killing 1,174 people.

China's fast economic growth helped shore up the real estate industry, making it the fourth backbone industry of the country, said Wang. But he noted that the climbing accident cases and death tolls in construction sites have also aroused public concern.

Currently, the increase of deaths at construction sites have accounted for about 60 percent of the total deaths from all kinds of accidents, said Wang.

Wang said one major reason for these accidents is the construction companies' illegal operation during the construction. And even some projects were found to have no permission for construction.

Wang said that targeting those problems in the construction area, the new regulation sets up sound regulations and rules to curb illegal operations, and makes clear the obligations for construction safety of each participant. In addition, the new regulation reinforces legal punishment for illegal operation.

The new regulation will surely help improve China's safety level in construction areas, said Wang, adding that the Ministry of Construction will take time to make relevant rules and regulations to help carry out the new regulation.

The ministry will also launch a national campaign to strengthen national construction safety, and try to reduce relevant accidents in the next year, Wang said.
