The year 2004 will be an important one for improving the country's socialist market economy, he noted.

According to resolutions made at the conference, state property regulatory authorities will be set up at provincial and city levels throughout the country, make strategic readjustments in thestate sector, exert greater efforts to develop economic entities with investment from both government and private investors, and reform large state-owned companies by introducing a modern corporate mechanism.

Huang urged local officials to deal with the people's difficulties, to ensure that they enjoy joyful and peaceful holidays during the coming New Year's Day and Spring Festival, the traditional Chinese Lunar New Year.
