Increasing needs by Chinese enterprises for foreign authentication

As learned from an international authentication workshop held by China Quality Certification Center in Guangzhou Dec.17 Chinese exporters are in dire need of more foreign authentication as a visa to the world market to overstep the foreign technical barriers.

As learned from an international authentication workshop held by China Quality Certification Center in Guangzhou Dec.17 Chinese exporters are in dire need of more foreign authentication as a visa to the world market to overstep the foreign technical barriers.

In regard with the number of certificates issued, China Quality Certification Center has for years done to 18,000 enterprises and institutions both at home and abroad, standing out from among all other certification agencies in China. This is revealed by Prof. Li Huailin, director of China Quality Certification Center of the General Administration of Quality Supervision, Inspection and Quarantine of China. These include ISO 9000 for quality control, ISO 14000 for environmental control. More than 100 thousand certificates for safety control and 8418 certificates for products have been issued voluntarily by the Center.

Some regional market access systems are introduced in some regions of the world to meet the challenges of non-tariff trade barriers caused by the legal and tech discrepancies between countries. EU's CE is a notable one of such kind. Another choice is a multilateral acceptance system for certificates and examination results based on internationally recognized standards. CB is a typical example. China jointed CB in 1989 and has totally issued about 3000 CB certificates since then.

Li specially reminded that international certifications issued by Chinese authentication agencies are able to help put domestic enterprises on a fast track to the world market at low costs.

Statistics by The IEC System for Conformity Testing and Certification of Electrical Equipment (IECEE) showed that in 2002 nearly one third (or over 10,000 ) of new CB holders in the world were in China. In contrast, that year only saw a number of over 600 CB certificates issued by China. Many enterprises were still following the old practice by sending their samples to foreign labs for tests, which cost more and took much longer a time. Now, more and more domestic enterprises begin to take timesaving and economical certification process and choose Chinese certification agencies internationally recognized. In 2003 CB certificates from such Chinese agencies doubled on the basis of the last year to 1200.
