Members of HK's District Councils appointed

The Chief Executive of the Hong Kong Special Administrative Region (SAR) Tung Chee Hwa has in accordance with the District Councils Ordinance appointed 102 persons as members of the second-term District Councils (2004-07) for a four-year term starting from January 1, 2004.

The Chief Executive of the Hong Kong Special Administrative Region (SAR) Tung Chee Hwa has in accordance with the District Councils Ordinance appointed 102 persons as members of the second-term District Councils (2004-07) for a four-year term starting from January 1, 2004.

A Hong Kong SAR government spokesman announced here Saturday that all the 102 members are appointed in their personal capacity. They are all individuals who have a good knowledge of district affairs and are dedicated to serving the community.

Over 60 percent of them are professionals from various fields, including education, medical, legal, engineering, architectural and social service sectors, and about 80 percent are independents without any political affiliations.

"We believe that all elected and appointed members of the new District Councils will work together and do their very best to serve the local community. They will be working as close partners with the 18 District Officers to build a better community for all," the spokesman added.

Patrick Ho, Secretary for Home Affairs with the HK SAR government told a media session Saturday that the government takes into account the candidates' ability, experience in district work, professional qualifications, commitment to serve the community, integrity and public service record.

The District Councils (DC) Ordinance has set out that the District Councils are composed of elected, ex officio and appointed members. The aim of the DC appointment system is to provide an additional channel for capable and experienced individuals who are interested in district affairs to serve the community.

The second District Councils will have a total of 529 seats, including 400 elected members, 27 ex-officio members and 102 appointed ones. The voting of the elected members took place on Nov. 23.
