Cambodian Prime Minister Hun Sen said on Sunday that the Cambodian People's Party (CPP) has decided to form a two-party government instead of three-party one.

Hun Sen made the remarks when he was visiting the countryside. His speech was broadcast by the state radio Sunday evening.

"We will have no government if it is not a two-party coalition," he said. "Let one party be good at opposing still works as opposition, and we, used to work in the government, remain in the government," he added.

Some analysts said it hinted that Hun Sen still wants to select the royalist FUNCINPEC party headed by Prince Norodom Ranariddh as his new government's partner.

On Wednesday, the CPP and FUNCINPEC have reached an agreement to stop attacks against each other over the radio. FUNCINPEC has already cooperated with the CPP for twice in the government.

Cambodia's three major political parties -- the CPP, the FUNCINPEC and the opposition Sam Rainsy Party (SRP) -- agreed to form a tripartite coalition government on Nov. 5 at talks brokered by King Norodom Sihanouk who now was in Beijing receiving a routine medical checkup.

However, the negotiation process was hindered and stopped by disputes over the details of the formation of the government. For more than six months, the formation of a new government has been delayed by political wrangling.

Though the CPP won most seats in the July 27 national elections, it failed to muster the two-thirds majority to form a government alone.

Shortly after the elections, FUNCINPEC and the SRP have joined forces in an Alliance of Democrats against Hun Sen.
