Legislators have appealed for the establishment of an effective system to deal with the defaulted wage problem of migrant workers.

In a proposal to the second session of the 12th Beijing Municipal People's Congress, Wang Jun, together with another 10 legislators hoped the government would attach great importance to the issue.

In Beijing, there were many enterprises defaulting on payment owed migrant workers, Wang said, and the problem not only infringed on the workers' interests, but also impacted the market as a whole.

Wang said the government should take comprehensive measures to solve the problem, tightening the control over the market, especially the building industry.

Planning and construction departments of the government and banking systems should play a supervising role, the legislator said.

As a matter of fact, Beijing has already established a guarantee system in some key enterprises, ensuring the payment of workers, and Beijing will resolutely sweep those which deliberately default migrant workers' wages out of the local market.

Though the overdue payment was a long-standing problem, it could be readily solved when an effective system was established, Wang said.
