China said it is confident and determined to have its most-wanted fugitive, Lai Changing, extradited back to China. Lai Changqing is accused of heading up a smuggling ring in the country's southeastern city of Xiamen.

A senior Chinese Public Security official admitted there were some difficulties involved in the extradition process.

He pointed out that even if corrupt officials or those involved in corruption were captured, there was still difficulty in getting back the money involved, as more often than not it is shifted abroad.

The ring led by 43-year-old Lai Changxing smuggled oil, rubber and other goods worth 10 billion US dollars into China.

Lai Changxing fled to Canada in 1999, and last month his application for refugee status was rejected by the Federal Court of Canada. He is appealing the ruling.
