Figure skating world champion Michelle Kwan has been voted the 2003 United States Olympic Committee sportswoman of the year on Mar. 18.

Tour de France champion Lance Armstrong won the men's award for 2003, while the women's national gymnastics squad was the team winner.

Kwan won the balloting of the national media, the USOC board of directors and the USOC athletes' advisory council to get the award for the first time.

Kwan, who will defend her world title next week at Dortmund, Germany, has been awarded the USOC sportswoman of the month 14 times, most recently in January when she won her eighth U.S. title.

Kwan also won Olympic silver in 1998 and bronze in 2002. She's been the USOC's top athlete in figure skating in 1996, '98, '99, 2000 and '03.

She beat tennis star Serena Williams, speed skater Jennifer Rodriguez, gymnast Chellsie Memmel and ice hockey's Angela Ruggiero.
