Fully understand the guidance significance of scientific development concept

Adhering to the human-oriented, comprehensive, coordinate and sustainable development concept is an important strategic thinking put forward by our Party on the basis of the general situation regarding the development of the cause of our Party and State in the new century and the new stage under the guidance of Deng Xiaoping Theory and the "three represents" important thought.

Adhering to the principle of "putting people first" means that we should set the goal for the all-round development of the people, seek for and promote development for the fundamental interests of the masses, constantly satisfy the growing material and cultural needs of the people, conscientiously guarantee the economic, political and cultural rights and interests of the people, so that achievements gained in development will benefit the whole people.

All-round development means that taking economic construction as the central task, we should comprehensively promote economic, political and cultural construction and bring about economic development and comprehensive social progress.

Coordinate development means the need to balance urban and rural development, balance the development of regions, balance economic and social development, balance the development of man and nature and balance domestic development and opening wider to the outside world, and promote the harmony between productive forces and the relations of production, and between the economic base and the superstructure, and the harmony among the various links and aspects of economic, political and cultural construction.

Sustainable development means the need to promote the harmony between man and nature, realize coordination between economic development with population, resources and environment, persist in following the road of civilized development featuring the expansion of production, a well-off life and a good ecological environment, and ensure continuous development from generation to generation.

The scientific concept of development is a Marxist concept of development that keeps pace with the times and is in the same strain with the important thoughts of Comrades Mao Zedong, Deng Xiaoping and Jiang Zemin concerning development. The scientific development concept is used to guide development and is centered closely round the main theme of development. This scientific development concept is a profound summary of the experience gained in the reform, opening up and modernization drives over the past 20 years and more, an important enlightenment gained in the fight against SARS (severe acute respiratory syndrome) last year and in the practice of economic and social development, as well as an important guarantee for the comprehensive construction of a well-off society. In compliance with the requirement of the "three represents" important thought, developing advanced productive forces and advanced culture means the need to properly grasp the development of this primary task for our Party to rejuvenate the country through exercing power, and to promote the common progress of material, political and spiritual civilizations. The ultimate aim of development is to bring about the fundamental interests of the masses of people. The fact that the scientific development concept lays stress on "putting people first" and on the realization of all-round, coordinate and sustainable development of economy and society is an embodiment of the requirement of the "three represents" important thought on development and an embodiment of the essence of founding the Party for public interests and wielding power for the people.

Establishing and implementing the scientific concept of development is the necessary requirement for the comprehensive building of a well-off society. Comprehensively building a well-off society of a higher level that benefits the population of over 1 billion is a target system that systematically integrates the all-round development of economy, politics, culture, society, ecology and human beings, and embodies the important connotations of the scientific concept of development. It should be noticed that the well-off life China has presently achieved is of a low level, incomplete and very uneven development. Only by firmly establishing and conscientiously implementing the scientific concept of development, and thinking over problems, handling matters and making decisions persistently in compliance with the requirement of the scientific concept of development, is it possible to ensure that the comprehensive construction of a well-off society is really laid on a realistic foundation and promote a comprehensive social progress on the basis of economic development, constantly improve people's living standards and guarantee people's share of the achievements of development.

Establishing and implementing the scientific concept of development is a correct choice for properly coping with various risks and challenges to be possibly encountered during the crucial periods of China's economic and social development. Now that China's per-capita GDP has exceeded US$1,000, the figure is expected to reach US$3,000 by the year 2020. This is a very crucial stage in the entire process of modernization as well as an important stage that will witness profound changes in economic and social structures. During this important stage, only by firmly establishing and conscientiously implementing the scientific concept of development, can we provide an important guiding thought for properly coping with multiple contradictions arising in economic and social development and the basic principle for work, can we understand and grasp all contradictions in economic and social development, make a correct assessment of the situation and guide it in light of the general trend, smoothly attain the magnificent goal for building a well-off society in an all-round way and constantly create a new phase in the cause of building socialism with Chinese characteristics.

Establishing and implementing the scientific concept of development is the urgent need for enhancing the Party's ruling ability and ruling level. Propelling economic and social development in a sustained and rapid manner requires a proper solution to the problem in the development of science which, in turn, requires scientifically leading various socialist undertakings with Chinese characteristics in accordance with the objective law. Establishing and implementing the scientific development concept should be closely combined with strengthening the buildup of the Party's ruling capability, enhancement of the capability for scientific development should be regarded as an important aspect of improving the Party's ruling capability, in this way, our Party will be in a better position to solve the two major historic issues of raising the level of the Party's leading and ruling level, and enhancing its ability to repel the corrupting influence and prevent degeneration and resist risks.

Establishing and implementing the scientific development concept bears on the general situation regarding the work of the Party and State and on the long-range development of the cause of socialism with Chinese characteristics, it is of very important significance of guidance to the comprehensive building of a well-off society and the realization of modernization. We must keep our thinking in conformity with the scientific development concept and with the requirements of the Party Central Committee's policy decision and consciously use the scientific development concept to guide various fields of work, push various undertakings forward and bring about a faster and better economic and social development.
