New drug case won't affect China's anti-doping stance: CSA official

Although the China Swimming Association (CSA) feels sad over the new doping case involving a Chinese swimmer, the national governing body won't tolerate any offender, a leading CAS official said in Jingchen, Shanxi Provinceon on Mar. 24.

Although the China Swimming Association (CSA) feels sad over the new doping case involving a Chinese swimmer, the national governing body won't tolerate any offender, a leading CAS official said in Jingchen, Shanxi Provinceon on Mar. 24.

The CSA announced earlier Wednesday that a Chinese swimmer has failed a domestic doping control test last November, with the A sample being of a T/E ratio greater than six to one. There had been no doping case involving any Chinese swimmer in the last two years. The swimmer was not named.

Li Hua, vice-president of the CSA, said that the administrative process concerning the case has not yet finished. But the International Amateur Swimming Federation (FINA), the sport's world governing body, has been notified of the case.

"Any offender of the CSA anti-doping regulations shall be punished, no matter who he or she is," Li reaffirmed.

There were 817 doping tests in 2003 involving 384 Chinese swimmers including 192 females, which was a 27 percent increase from the 2002 figure. Of the 2003 figure, 429 tests involving 323swimmers were done out of competition and 323 were carried out during competitions. And there were 65 blood tests involving 62 swimmers.

Apart from those tests done last year by the CSA and the Beijing-based doping test laboratory, the FINA and the World Anti-Doping Agency (WADA) also carried out their independent tests on Chinese swimmers.

Li urged everyone involved in Chinese swimming for a thorough study and implementation of the Anti-Doping Regulations issued on March 1 this year by the State Council. "This new official document is a basic law to China's fight against doping in sports," Li said.

And the CSA has worked out a draft of detailed anti-doping regulations, which needs to be approved by the country's legislative, the CSA official added.
