Sidewalk cars are targeted in Shenzhen

Shenzhen on Apr. 1 began imposing a fine on drivers who park or drive their cars on sidewalks. Meanwhile, officials said stricter measures were coming to control vehicle exhaust emissions.

According to the new regulation, a fine between 500 yuan (US$60) and 1,000 yuan will be imposed on any motorist who drives or parks on sidewalk.

The municipal government also announced it would take a package of new measures to control automobile exhaust as the number of new cars in Shenzhen continues to soar.

Photos or videotapes of vehicles that expel large amounts of visible exhaust can be used as evidence for penalizing the owners, the Shenzhen Special Zone Daily reported Thursday.

Beginning this month, officials also plan to issue yellow or green stickers to newly registered cars according to their exhaust levels. The stickers will be required on all 550,000 cars registered in the city after local lawmakers approve an exhaust gas control regulation in July.

Cars with yellow labels, which indicate higher levels of pollution, will be banned from using certain roads and will have to undergo compulsory inspections and maintenance twice yearly. This measure will discourage residents from buying cars that are not equipped with adequate exhaust-treatment devices.

Green stickers indicate vehicles with acceptable emission levels.

Buses and mini-buses will be required to use only purified fuel designated by the government. The new regulation will also require all car owners to add designated purifying agents to their fuels. The purifying agents will cost 0.02 to 0.05 yuan for one liter.
