A nationwide campaign to study and implement the new Constitution of China is going on smoothly in the country.
Meantime, officials of the Central Committee of the Communist Party of China and the central government have played an exemplary role in the study and implementation of the new Constitution.
The Second Session of the 10th National People's Congress (NPC),China's top legislature, adopted amendments to the Constitution atits session on March 14. The amendments consist of 14 revisions, including the incorporation into the Constitution of the "Three Represents" theory, the respect for and protection of human rights and the protection of lawful private property.
Since the close of the NPC annual session, the Standing Committee of Political Bureau of the CPC Central Committee, the Organization Department, the Publicity Department, and the Work Committee of Central Government Departments under the CPC Central Committee, as well as the Headquarters of the General Staff, the General Logistics Department, the General Political Department and the General Armament Department of the Chinese People's Liberation Army have carried out group study of the new constitution.
The State Council, China's cabinet, has organized special lectures on studying the Constitution. Premier Wen Jiabao stressed,"government officials of various levels should take the lead in the study of the Constitution."
Following central government officials, more than 500,000 officials of local governments in China have studied the amended Constitution.
"Such large-scale mass study of the Constitution is rarely seen in the history of the CPC," said Ye Duchu, a professor with the Party School of the CPC Central Committee.
Professor Fu Siming said the exemplary role of central government officials in studying the Constitution helped to createan environment and atmosphere in which all CPC members and government officials would study the Constitution and laws, and abide by them.
"Only by doing so, can the goals of governing the country according to law and administration by law be realized in China," said Fu.
Compared with the past amendments, the new amendments, which involve broader fields, raised new tasks for the Chinese government and the CPC, said Qin Qianhong, a researcher with the Constitution Institute of China Law Society.
"Now China has to deal with the tough issues of building the authority of the Constitution and fostering awareness," said Fu. "Because sustaining respect for the Constitution is far more important than the course and adoption of amendments."
Professor Ye Duchu said China's political civilization was characterized by the organic unity of the leadership of the CPC, the people being the masters of their own country and governing the country according to law. "Attaching great importance to the study and upholding of the Constitution is a signal of civilized politics and increasing respect for the Constitution proclaims the development direction of China's political civilization in the future."
