China, Germany in cooperation on recycling industry

Chinese and German experts are making a blueprint for the construction of a recycling economy in this capital city of southwest China's Guizhou Province.

A group of German bankers and experts from the KfW Bankengruppe,the German Development Cooperation (GTZ) and the Institut fur angewandtes Stoffstrommanagement (IfaS) inspected Guiyang, capitial of Guizhou Province, last week, negotiating cooperation details in this field.

The Sino-German joint effort in Guiyang is part of the cooperation framework on the recycling economy initiated by the State Environmental Protection Administration (SEPA) of China and GTZ at the beginning of this year.

Xu Shiguo, a Guiyang official in charge of recycling economy construction, said the two sides have decided to build a refuse treatment center in the provincial capital, which is plagued by pollution running out of resources.

Once boasting rich mine resources, Guiyang is now confronted byserious environmental and ecological problems because of excessiveexploitation.

The German side will also help the city with professional training, enterprise management and the design of regulations on the recycling industry, Xu said.

Guiyang put the construction of a recycling economy onto its development agenda in March, 2002 and it was listed a pilot city of the recycling economy program of SEPA in May that year.

The pilot project in Guiyang covers infrastructure construction,development of power and gas resources, farming and other sectors concerning "green" consumption.
