"I am determined to pass this plan, even if I am forced to change the make-up of the government or to take unprecedented political steps," he said during a cabinet debate on his new disengagement plan. Sharon has brought "an evacuation in stages" -- the revised disengagement plan distributed to ministers Friday -- to the cabinet despite the fact that he only has 11 ministers in favor, while 12 ministers oppose the initiative.
