China's SOEs in need of five kinds of talents: SASACMore than 180 major state-owned enterprises (SOEs) in China face a crucial task to foster and select talents of directors, managers, technologists, technicians and people in charge of ideological and political work, an official from the State-owned Assets Supervision andAdministration Commission (SASAC) said Monday. The SOEs should establish a group of talents comprising these kinds of people in three years through "system innovation", said Li Yizhong, SASAC deputy director, at a conference on SOE human resources. The SOEs should introduce a competition mechanism for human resources selection, Li said. The talents would be selected through internal competition in the company, open invitation from the market, recommendation by experts and election and appointmentby superior departments, he said. For the setup assessment system, Li said that different standards would be used according to the requirement of their positions. The directors would be assessed by the volume change ofthe state-owned assets, managers by the market reflection and the investors' satisfaction, and technicians by the quality, quantity and cost of their work. SASAC would also explore a fair and reasonable payment system so that all SOE staff would be stimulated and paid properly, Li said. Source: Xinhua |
