"Attacks on foreign citizens can be regarded as planned terrorist actions aiming at undermining the efforts of the Afghan government and international community in restoration of normal life in Afghanistan," the Russian Foreign Ministry said in a statement issued on its web site. The statement said that the continued tragic events that have led to the death of innocent peoples have extremely adversely affected the process of reconstruction in the war-torn country. The ministry expressed condolences and sympathies to the government and the people of China over the tragic incident. Eleven Chinese workers were killed and five others injured last Thursday in a terrorist attack conducted by a group of unknown armed men in the northeast Afghan province of Kunduz.
