Chinese government stresses AIDS legislation

Ministerial officials from over 30 countries and regions attended the Second Asia-Pacific Ministerial Meeting on HIV/AIDS and The XV International AIDS Conference held in Bangkok on July 11.

Wang Longde, Chinese representative to the conference and vice health minister said that the Chinese government attaches great importance to the policy and law making on AIDS (Acquired Immune Deficiency Syndrome), and will further strengthen international cooperation and constantly improve the nation's law and regulations on AIDS.

Wang said in his speech that against fact that illegal blood collection and supply is the main channel of the spread of AIDS in China, the Chinese government has enacted Blood Donation Law, Blood Products Management Regulations etc, tightened the management over blood (serum)-collecting-and-supplying institutions, cracked down on illegal blood collection and providence. China has made great achievement in curbing the transmission of AIDS through blood and ensured the security of blood and blood products.

Wang stressed that presently, the Chinese government is revising the Law on the Prevention and Control of Infectious Diseases to meet the need of the prevention. Meanwhile, the policy of "free and care" has been settled: free anti-virus treatment for AIDS-infected farmers and those needy in urbanities, free consultancy and anti-HIV (Human Immunodeficiency Virus) test nationwide for those taking it of their own will, free intervention medicine against mother-infant vertical transmission and infant test reagent for those AIDS-infected expectant mothers, exemption of tuition for dolphins of AIDS patients, listing the needy AIDS patients into the coverage of government's aids. Measures have been made by departments concerned to ensure the fulfilling of these policies.

The Chinese government is ready to further strengthen international cooperation, continuingly learn and borrow the experience of other countries in policy and law making, thus constantly improve China's situation, said Wang.
