NE China province to speed up reform for sustainable development

Northeast China's Heilongjiang Province is striving for a sustainable economic development through reform and innovation so as to revitalize the traditional industrial base, said Governor Zhang Zuoji.

Speaking Sunday at the second session of the cooperation and exchange convention of overseas Chinese enterprises, Zhang said Heilongjiang would boost the economic development through two steps.

Firstly, the government would carry out reform of the mechanism of state-owned enterprises, hopefully the existing conflicts would be alleviated and more jobs would be created, he said.

Secondly, Heilongjiang plans to speed up the economic development through an enlargement in production scale and an upgrade in technological level, said Zhang.

He said Heilongjiang would mainly optimize the industrial structure of six fields including manufacturing, petrochemistry, energy, food, medicine and forest industry.

Zhang said apart from being a manufacturing base and energy provider to northeastern China, Heilongjiang would create a leading petrochemistry center and food base by attracting more overseas investors.

A social welfare reform aiming at reducing the burdens of state enterprises, together with a simplified administrative procedure, would be implemented, so as to make a good investment environment, said the governor.

Located at China's north end and enjoying traditional economic ties with Russia, Japan, Republic of Korea and Democratic People's Republic of Korea, Heilongjiang would open wider to the outside world, Zhang said.

The government-sponsored three-day convention mainly focuses on topics concerning economic revitalization of northeast China.
