The so-called "landmark proposal" put forward by the United States in the third round of six-party talks is essentially the "Libyan model", which requests Democratic People's Republic of Korea (DPRK) to give up nuke first. Therefore, it's not worthwhile for consideration, said the spokesperson of the DPRK Foreign Ministry of the in Pyongyang on July 24.
The spokesperson said, the US proposal does not embody the principle of "words for words" and "action for action" reached at the previous six-part talks, nor did it mention any specific methods for the United States to give up its hostile policy against DPRK.
US senior official even claimed that the United States would give no compensation to DPRK on its freezing or giving up nuclear power. This is undermining the foundation of solving the nuclear issue, and can only keep the Korean Peninsula far away from a nuke-free area.
As there is no trust between DPRK and the United States, said the spokesperson, the proposal of "reward for freeze" is the most reasonable solution. Whether the United States will participate in compensating the nuclear freeze in DPRK will be the key to the deadlock. Although US-DPRK war has long been over, the two countries have been technically at war. Under this circumstance, it is impossible for either one to demand the counterpart to give up arms. Based on the principle of simultaneous actions, "reward for freeze" in the first phase and gradually establishing bilateral trust will be the only way to solve the nuclear issue on the Korean Peninsula.
