A resolution on Iranian nuclear issue was passed at the council meeting of the IAEA held on Sept.18 in Brussels. It requests Iran to put a temporary end to all activities with regard to the enriched uranium and clarify as quickly as possible the questions in suspension that are related to its nuclear plan.
The resolution has it that the coming Nov.25 be the ultimate time limit for an overall examination on the Iranian nuclear issue, demanding that Iran cooperate fully with the International Atomic Energy Agency prior to the deadline. And in the meantime it appeals to the IAEA to deliver to the Council the report of an overall appraisal on the Iranian nuclear plan. The Council will on the basis of the report take into consideration on whether a further action is going to be taken at the next council meeting held in the coming November.
The resolution hasn't set a direct deadline for Iran to carry out the resolution, nor has it mentioned anything as to bringing the problem up for handling at the UN Security Council. Nevertheless, based on the report by Mohamed El Baradei, it held that the IAEA with the cooperation of Iran has achieved certain progress on the checkup and examination of the Iranian nuclear issue.
The US did exercise pressures prior to the convocation of the meeting, holding firmly that Iran was trying to develop its nuclear weapons. And it advocated that the Iranian nuclear issue would be passed by way of "automatic transition " to the UN Security Council for discussion should an agreement couldn't be reached on stopping the nuclear plan within the scope as set by the IAEA before October 31. The three countries of Germany, France and Britain advocated to take a comparatively "veiled threat" in case that the problem be bogged in a stagnant predicament.
That the resolution hasn't taken in the US proposal of "automatic transition" indicates that most of the countries in international community advocate to choose the political dialogue for the solution of the Iranian nuclear issue, the analyst pointed out. And they do not favor the way of taking the problem up for discussion at the UN Security Council and moreover, oppose to the handling of international disputes often and always with sanction and armed threats by dint of its own superpower status. The popular international opinion has it that to settle peacefully and properly the Iranian nuclear issue in the framework of the IAEA caters to the interests of all sides, and the Iranian nuclear issue should and can be thoroughly and reasonably settled in the IAEA framework by way of dialogue.
Though, the resolution still contains something lack of balance and not quite reasonable. Some non-aligned countries are not satisfied with the reprimands as contained in the resolution on Iran, holding that some wordings are too arbitrary. It has failed to separate the obligations that Iran has to undertake in line with the international treaties from the measures voluntarily taken by Iran in temporary stopping the activities for enriched uranium in order to win the trust. Actually, by way of over one year joint efforts from all sides, the Iranian nuclear issue is continuously heading forward to a peaceful settlement.
In October last year when Iran reached an agreement with Germany, France and Britain on the nuclear issue through consultation November saw it announce the temporary stopping of the activities for enriched uranium. In December that year, an additional protocol to the "Treaty on the Non-Proliferation of Nuclear Weapons" was signed, agreeing that the Inspectors for nuclear weapons may make a strict checkup. Based on the memorandum of understanding reached through re-consultations between France, Germany and Britain with Iran in Brussels last February Iran further stopped temporarily the assembling of accessory parts for centrifugal machine. On August 28, Mohammad Khatami, President of Iran expressed at the press conference in Tehran, Iran was ready to provide a pledge not to develop nuclear weapons.
It is now at a crucial juncture for the solution of the Iranian nuclear issue.
The international community should take a fair and objective attitude towards the reasonable concern and proper rights and benefits of Iran, respecting the right of Iran in peaceful use of nuclear energy while putting it under a strict supervision for taking up its obligation. In the meantime, Iran should also continue to have an all-round cooperation with the IAEA and to take up the obligations as committed by clarifying the suspended problems and approve as early as possible the additional protocol to the "Treaty on the Non-Proliferation of Nuclear Weapons". All sides concerned should remain patient and restricted by sticking to the tendency for a continuous cooperation.
Efforts should be made to avoid all labor lost, so that the nuclear issue can be properly solved in a joint effort as early as possible under the framework of International Atomic Energy Agency.
