Currently, the utilization of renewable resources in China is much lower than the average level of the developed countries. It has witnessed 14 percentage points lower than the world average in the installment of nuclear energy capacity and a retardation of renewable and new resources. So to reduce the over-dependence on petroleum, make a breakthrough in restrictions from resources and environment, and to achieve a sustainable growth in the fields of energy resources, economy, society as well as environment has become the most pressing matter at the present moment.

Although there are many kinds of retrievable and new energy resources with their technologies at different stages of development, yet generally speaking, they all face with a common problem. At present, the renewable resources, with inadequate market and scale, only take up a small fraction of the total energy resources. Consequently, the new and renewable resources fail to get a prominent place in the general strategy of the energy development and lack a long-term objective for development, with the unified long-term programme for development and the plan for concrete implementation still in the shaping. In a circumstance in which no protection from the law can be guaranteed, and the current policy is short of stability and continuity, and there is so far no establishment of an effective investment and circulation mechanism to encourage the development of renewable resources, the large-scale commercial development is unable to march forward only by depending on the governmental investment and international support.

Moreover, restricted by the economical development and inadequate input for the research and development of domestic renewable resources, there is no complete system for the research and development of renewable resources and equipment of manufacturing system. As a result, part of the key technologies and facilities rely for a long time on importing from overseas. Due to the lack of a system for exploration, evaluation and management of resources, especially the detailed data information for planning and development, for evaluation of environmental and social benefits evaluation the renewable resources are often subjected in an inferior position in market competition, and so there hasn't come into being a development situation in which the whole society take an active part.

An official from the Energy Bureau of the National Development and Reform Commission said, the diversification of energy resources may play an active part in solving the shortage of domestic resources and the environmental restriction. We will carry out the necessary policy for economic encouragement and urge the industrialization and commercialization of substitute energy when the strategic position, government responsibility and social obligation of the renewable energy are clarified. By way of the public bidding of governmental projects, the compulsory marketing share of the renewable resources and the policy of legal procurement price, the marketing obstacles of renewable energy development can be removed.

The nationwide awareness of retrenchment and the cultural atmosphere of a new type of consumption will gradually help improve the social conscientiousness in the utilization of the retrievable energy. Some large enterprises are now actively using the recoverable resources and engaged in developing the technology for retrievable energy and equipment manufacture.
