Vice-president praises document on Party's governing capacity building

Chinese Vice-President Zeng Qinghong Wednesday spoke highly of the document adopted over the weekend on enhancing the governing capability of the Communist Party of China (CPC).

The vice-president said the document demonstrates the strategy of the current central leadership on governing the country. He said it is the Party's first document to sum up its experience governing the nation.

In a report to the Standing Committee of the 10th National Committee of the Chinese People's Political Consultative Conference (CPPCC), a national advisory body, the vice-president praised former Chinese leader Jiang Zemin after his resignation from the central leadership.

Prior to the 16th CPC National Congress held in 2002, Jiang informed the Party's central committee that he desired to retire from the post of the Party's chief leader and State presidency. Earlier this month he told the committee that he intended to resign as chairman of the Central Military Commission of the Party and the State.

The Fourth Plenum of the 16th CPC Central Committee, which concluded here Sunday, accepted Jiang's resignation.

The vice-president said all those embody Jiang's foresight over the development of the causes of the Party and the State and his broad-mindedness, noble character, and sterling integrity as a Marxist statesman.

Zeng also praised the decision made by the plenum that Hu Jintao, who succeeded Jiang as the Party's general secretary in 2002 and state president in 2003, as the Party's chairman of Central Military Commission.

He said the decision is conducive to the adherence to the absolute leadership of the Party over the armed forces and the modernization drive of the armed forces.

Wednesday's meeting was presided over by Jia Qinglin, chairman of CPPCC National Committee.
