Macro-control not to hinder China's sustainable and rapid economic growth

Ma Kai, director of the National Development and Reform Commission, stressed recently that the macro-control policies have not impact on the sustainable economic growth, and also played an important role in protecting the fast development of the national economy.

Ma said honestly that since the implementation of the macro-control policies last year, different public opinions had been heard at the start. Now a common understanding has been gradually formed. However, divergence of views still existed. He has offered his personal insight into the questions of common concern.

I On the question of whether or not the current macro-control is necessary, Ma pointed out that the problem in the process of economic operation calls for an intensive macro-control. If we do not take concrete measures timely, the result would be terrible. He also expressed that quick-mindedness, early operation and preventive measures were the major features of the macro-control.

II As for the question on whether administrative measures should be taken in the macro-control Ma said that all the comprehensive measures have been applied to the current macro-control. Besides economic and legal actions, we also have taken some administrative means. The reason why we took the administrative means was in consideration of the problems taken place in our economic life, which resulted from the incomplete marketing mechanism and the excessive interference from the government.

III With regard to the question over whether this macro-control is only a temporary solution, Ma stated that the reform in various fields has never ceased for more than a year and the government has also come up with a series of important reform measures:

--Advance the reform in the provision circulation system

--Launch reform in the investment system

--The evident effect has been achieved in the administrative approval system

--The vigorous progress has been made in the reform of the financial system

Apart from those, we have also made great achievements in terms of the establishment and improvement of the national asset management system, the deepening of the rural taxation reform and the reform of the electricity price in particular.

IV When talking about whether this macro-control is imposed on all enterprises equally, Ma said no. He said that on one hand we should take resolute measures so as to curb the excessive investment in some industries; on the other hand, we should strengthen and support the weak links in the economic development. If we examine the matter from the angel of profession, we still could not impose it on all enterprises even if on such excessive-invested industries as steel and cement.

V On the question of whether this macro-control has held down the economic development in China��s middle and western regions, Ma made it clear that the measures central government has taken doesn��t target certain regions or provinces, but takes the interests of the whole into account and aims to solve the problems.

VI For the question on whether this macro-control targets the non-governmental economy, Ma stressed that we must make a difference between State-run economy and non-governmental economy, and balance protection and pressure on them. It is not to classify our current ownership, but to treat them equally and act according to law. Impersonally speaking, the non-governmental economy should be developed by leaps and bounds through this macro-control.

VII Last but not the least, when commenting on the question about whether this macro-control would affect fast economic growth, he said that we don��t intend to slow the pace of economic growth, but pave the way for its further development. The starting point is to hold fast to the development and bring other respects back on track. We must cherish this strategic opportunity and accelerate the development of our national economy.
