Pursuance of interests behind US "value care"

On October 6, Chinese Foreign Ministry spokesman sternly refuted the annual report of 2004 of the US Congressional-Executive Commission on China. He pointed out the report ignores the great achievements China has made in human rights and grossly interferes with other country's internal affairs in the name of human rights.

This is the old convention of US Congress. The reason for restating this is because it is of considerable fraudulence to many people. Quite a little people have the innocent belief that they are doing us good even if it is considered as unworkable as to the way they deal with the problem. Does Uncle Sam really have idealism and dedicating spirit?

As a matter of fact, the facts are not as simple as this. Behind the care exists profound pursuance of interests actually.

Then what is the connection between value promotion and pursuance?

First, value recognition will make other countries handle international affairs in accordance with US thinking logic, which eliminates the colliding sentiment against US.

US spends hundreds of millions of US dollars annually on the "Voice of America'' with its aim on this. During the Cold War period, US took the station's "unlimited broadcast'' as an important topic for negotiations with the Soviet Union. That is enough to prove how much US government paid attention to value recognition. Under the "safety" background in this period, US devotion to value promotion cannot be explained as being for other's goodness.

Second, features of democracy in decision-making are of public opinion, program and coming out to the open, which can avoid the national policies to be random.

Evidently, it is easier for the Unites States to control a "rational" government than an "emotional" government. In US view, an "impenetrable'' government'' is the uncertain factor for US external security environment. Based on the consideration, it is an important strategic object for US diplomacy to integrate the world. It tries to put various countries into the international system by US domination and make them act according to US game rules.

Apart from the security interests, value promotion is also within the consideration of US economic interests. As for US, its economic and technological levels are at a "high position'' of the world. Globalization is naturally beneficial to the exports of US products to countries and regions in "low position''. And the democratic system is a political guarantee for various countries to open their doors. It is generally deemed that when national security or economic interests become prominent the value promotion of US diplomacy will give way to the pursuance of interests. In the Cold War period, US was not busy in other people's business certainly since it felt short of its own security. After the end of the Cold War'', the international counterweight to US is fading. US does not worry about the security issue any more. As a result, US starts to go ahead with value diplomacy.

And yet, the September 11 incident has made US face great threat to its national security. To win international support and aid on the issue of terrorism from various countries, US has to put aside the value promotion and gather up its strength for settling its own security problem. With the betterment of security situation, the value diplomacy again is put on US agenda. The US preposterous accusation on China's human rights is another example. It can be certain at the realization of US object of economic globalization, the US society, which deems the "US value is of universal significance, will globalize political system and cultural spirit as its next object. To this, the international society should remain sober-minded and keep keen vigilance.
