In modern society attention must be given to improving ruling image in order to strengthen ruling capability. The Communist Party of China is now endeavoring to improve its ruling image, which is an important symbol of political civilization, says Prof. Xu Hongwu of the National School of Administration and a member of a central task group for enhancing CPC's ruling capability.

According to Xu, the ruling image consists of four aspects: image of caring for common people, of openness and fairness, of efficiency, of honesty.

Xu says today is not a heroic age, but a peaceful era of the common people, therefore the ruling party must adhere to the mass line and listen to public opinions in building an image of caring for common people's concern.

In addition, the ruling party must erect an open and fair image; set up an information disclosing system to guarantee citizen's rights to know; and abandon black case works.

An image of efficiency is set to solving low efficiency at party and government offices; and eliminate redundant organs.

In order to curb corruption the party has to make sure the counter-corruption departments exercise rights of supervision. The central government is now dispatching inspection groups to localities and supervisory and disciplinary departments' rights ought to be defined by policies in the future.
