Provisional Regulations on Approval of Clean Production have been released by National Development and Reform Commission and State Administration of Environmental Protection recently.

The rules define the obligations and dead lines of the approving process, as well as the submission of results of the approving, for enterprises supposed to ensure clean production. Legal consequences in the case of businesses' failure to perform their obligations are also made very clear.

The package also identifies the government's responsibility of having an effective approving system in place and following well-regulated approving process. Instructions on content, procedure and ways are given to enterprises which have to go through the approval of clean production.
